Speeding fine from Italy - can I ignore it?

My brother hired a car in Italy and put me down as an additional driver. He never drove the car, but on the way back to the airport I was clocked speeding on a camera and he has today received a "notification of contravention of the highway code" for 138kph in a 90kph limit area.

The fine is a staggering 555 Euros if not paid in 60 days and it increases by 1082 Euros to 1637. What happens if we just ignore it? Can my brother just write back and say he wasn't driving? Can they really make anyone pay 555 Euros for a speeding fine?

www.honestjohn.co.uk/faq/italian-traffic-fines/ This kind of speeding offence (48kmh over a 90 limit) would automatically go to court in the UK and the penalty could well be the same of heavier.
