Why don't more drivers car-share when going to work?

I agree absolutely that no-one should be penalised for falling asleep in a motorway service area and overstaying their 'Welcome Break’. The practice of setting a time limit for parking and then imposing a fine was introduced, presumably, to stop drivers leaving their cars parked for an exceptionally long time. The only reasons I can think of for doing this would be either to dump a car, or to car-share. Leaving aside dumping and car-sharing over a holiday - which could be identified after 24 hours - what is wrong with car-sharing during a working day? Surely it is something that should be encouraged? It uses less fuel and means fewer cars on the road.

In my experience, car sharing rarely works because no one I have ever worked with has finished their work at the same time. But obviously if everyone in the car works to fixed hours then it can work. People were using service area car parks to congregate, dump two or three cars and all go to a football match or other event in one car, so only have to pay for parking for one car. But that's no excuse to penalise drivers for falling asleep in their cars in the only rest area available to them on the motorway.
