Are daytime running lights a good idea or not?

I understand that all vehicles sold within the EU will soon have to be equipped with daylight running lights. Until recently I have always regarded this as totally unnecessary and possibly a safety hazard as these could be a distraction to other drivers. Now, having seen so many vehicles being driven on sidelights, which are often next to useless, or no lights at all, in the recent rainy dull weather, I am not so sure. I live in a rural area and in murky conditions I have often noticed that some vehicles are of a colour that seems to blend into the background scenery. Lights should certainly be used in conditions like this. I consider that all vehicles should be fitted with an automatic system which switches on "dimmed dipped headlights” when the ambient light level falls below a certain level. Certainly it should not be possible to drive on sidelights only.

DRLs have been compulsory fit on all new models of car since January 2011 (not all new cars; only new models). When Xenon headlights on Volvos were used as DRLs I was against them because of the distraction they caused whenever the cars rose and fell over speed humps and potholes. But since the EC saw sense and allowed separate DRLs (Fiat 500, Skoda Yeti), and below bumper LED DRLs (Porsche, Mercedes, Citroen, Renault, Ford) I have fully supported their use. I'm not so keen on LEDs incorporated into headlight units (Audi, Jaguar, Vauxhall) because they are often a bit too fancy, and if one integrated LED fails you have to renew the entire assembly.
