Supermarket has given me a parking ticket - should I ignore it?

I have received a parking fine for overstaying in a supermarket car park by 11mins - the car park is free for 1.5 hours. Is current best practice still not to reply or respond to the 'Charge' in any way?

If you don't pay you might suffer a lot of harassment, but I doubt they will take the matter to court.
