Buying a new small car – what would you recommend for winter conditions?

My daughter is looking for a new/nearly-new car for her drive to work. Her budget is £9000 and it must be suitable for winter conditions as she drives through the Berwyn Mountains (Wales), which have narrow, steep roads and are snow covered in winter.

She’s considering a new car on winter tyres or a small 4x4 also on winter tyres (may be nearly new for the budget). What do you recommend for either option or other ideas.

Dacia Sandero Stepway fitted with Goodyear Vector 4 Seasons M&S tyres, which can stay on all year round.
