Does my turbo need replacing?

My car is making a whirring noise between 1st and 2nd gear, and I've been told I need the turbo replaced, which is going to cost me over £1000. I have only owned the car for 10 months and done 4000 miles in it. In total the car has done 29,000 miles, is this right for a car that is only four years old?

Might need a turbo. If so, be sure to replace the oil feed pipework as well, or it could need another turbo within 1000 miles. But a whirring between 1st and 2nd gear could also be the gearbox or the dual mass flywheel and clutch. Get a 2nd opinion.
