Do I have to pay to park if there is no coin machine?

Can a private car parking company legally ask for payment for parking only by phone? No ticket machines at all present to allow for a cash purchase.

Yes. You have the choice of using its carpark according to its terms or not using it. But if you can't find out until you are actually in the carpark and are liable to pay then this is a totally unreasonable and possibly illegal term that amounts to entrapment.
