I saw a child driving a car - what's the legality?

Today on a country walk we were on a public track (clearly marked) when a Land Rover came towards us, being driven by a child! I'd say he was about 11-12. An adult was in the front as well, in the middle, with a young girl in the other seat. I just wondered where we would stand insurance-wise if he'd hit one of us, seeing as it was a public bridleway, even though a private track and presumably owned by the adult in the Land Rover.

If it's a public place then that was strictly speaking illegal. Had it not been a designated bridal path and on the person's land then it was legal.
