surging on deceleration & down-shifting in a diesel Nissan Note?

When I decelerate or down-shift when approaching lights or turning a corner, the car surges. I've been told by the service department at a Nissan garage that this is normal. Is it?

It doesn't surge. It simply reaches the minimum revs at which the engine will function, which will be about 1,000rpm.
