New car sat nav - shouldn't maps be up to date?

Surprised to find the maps on my new Range Rover's factory sat nav are more than three years out of date. New roads, changes to junctions etc in last few years are not reflected. Is this normal or reasonable?

Standard. First Ordnance Survey has to record the changes. Then Navteq has to digitise the mapping. Then it has to issue a disc. That process can take 3 years from the introduction of a new road. The best system is TomTom Live because it allows real time updates.
