Clamped in company car park - is release fine legal?

A guy in the office parked in our office car park.

He parked in the correct place but failed to display his permit. He was clamped. He went out whilst the guy doing the clamping was photographing the car but had to pay £135 release fee.

He was permitted to park there and so he is effectively being fined £135 for not displaying a permit. Our employers won't get involved. They say it's between the office managers, the car clamping company and the employee. Is this legal or can he recover the £135?

If he did not display his permit, then how was the company employed to keep fly parkers out of the carpark to know that his car was legitimate?
