Release of data from DVLA

Two months ago I was knocked off my bicycle by a car driver who gave me a false name and address. I applied to DVLA to find out who owned the vehicle but the reply came back "DVLA does not have a record of a keeper for the date of the event". I phoned to ask how that could be as the car is shown as taxed and insured. They said it's most likely that the car was "in the trade" - I presume that means it's been bought by a dealer looking to sell it on.
How can I find out who was driving if there is no registered keeper and DVLA can't or won't give details of sales of the car?

You can't, because the DVLA has no record. And the DVLA will not give you a previous or current keeper's details because the Data protection Act forbids it. The only people who can easily access this data are the police and parking enforcement companies.
