Could a broken pollen filter seal be causing water ingress to my Volkswagen Passat?

I know that wet footwells in pre-2005 Volkswagen Passats come up time and again, but can you please remind me of the possible causes? From memory, I gather that the seal on the pollen filter, if faulty, can cause this. Is this because someone has not fitted it properly? Also, can it also be caused by leaves blocking the drainage channels, or are these two causes linked? Would welcome your advice.

All of that. If the bulkhead vent well drains get blocked, then the vent well will flood and the water will come into the car. If the pollen filter seal fails, then rainwater from the vent well will drip into the car. If the pollen filter has been replaced in a service and the waterproof cover has not been put back properly or has cracked, water will drip into the car.
