Paint problem on 2007 Peugeot 207

On cleaning the car a few days ago i have noticed that the bonnet and offside wing are peppered with what look like dried on watermarks. What is strange however is that I cannot remove them as they appear to be underneath the laquer. I have tried insect remover and tar remover and polishing them away but nothing will shift them. The car is black and these marks are very noticeable. Help!

Caused by heat differences. Talk to a valeter, but probably requires a repaint.
