Can I apply for emissions-based road tax on a 1998 Mercedes-Benz A Class?

Am I allowed to apply for a lower car tax as my car produces a low level of emissions. Currently I have to pay £325 as the car is pre-2001.

Because your vehicle was registered before 2001 the VED rate applied to it based solely on engine size, and vehicles abov 1549cc are charged £325 per year. Unfortunately there is no way around this, as emissions-based VED rates only apply to vehicles registered from 2001 onwards.
