Are tinted front windows legal?

I have seen an increasing number of cars and vans with heavily tinted front windows. Some of them are so dark that you cannot see the driver inside the vehicle during daylight hours. Surely this cannot be legal or safe?

The rules on tinted front windows are very clear. The front windscreen must let at least 75 per cent of light through and the front side windows must let at least 70 per cent of light through. It is illegal to sell or fit windows or windscreens that do not meet these rules.

The police and MoT testers use light measuring equipment to measure window tint.
