I overstayed at a motorway services due to gridlocked traffic - will I get a penalty ticket?

Yesterday I got stuck at Clacket Lane services on the M25 as there was an accident and it was gridlocked. I stayed at the services for about three hours. Am I likely to get a penalty ticket and can I challenge this?

Yes, you could get a ticket and yes you certainly can challenge it because the motorway was blocked and you could not leave the services.
