Use of lights

Please can you tell me what is now acceptable for use of front lights? I am sure I have heard that the E.U. have over-ruled the highway code on this. I don't have DRL's on my 08 Panda 100 so if I consider visibility even slightly poor I use dipped headlights, only using main beam when it is dark and no oncoming traffic. I have never felt the need to use fog lights at all, if conditions are that bad I stay at home but I have noticed when the light is just starting to fail or the sun hasn't quite risen other traffic including an identical vehicle to mine travelling in the opposite direction seem more visible but not too bright with side lights and front 'fog lights'. Vehicles using dipped lights and front 'fog lights' can be rather dazzling and side lights alone are not sufficient. I do not want to break the law or look like a boy racer, I just want to be safe and legal.

I don't know how the DRL Directive has been incorporated into the UK RVLRs, but it had to be done by October last year.
