Same answer as always to this problem, don't buy the car new or used without a functional spare..
When people find that they can't sell their used car without a spare wheel and kit, they'll be forced into buying new cars equipped properly.
Conversely whilst people are silly enough to fall for the scam, manufacturers will carry on fleecing them.
For some years now, my short list for new cars always excludes those that don't have a full-size spare and cannot fit a full-size spare in the available wheel well - if it's an optional extra I just factor the cost in, I don't even care if it's on a steel or alloy wheel as long as it's full-size.
My present car has a full-size alloy spare and even the all-new current version, 2013 Hyundai Santa Fe, has an full-size alloy spare as standard - at least it does in the UK, American owners of the same model complain about the provision of a space-saver.
