I don't rightly know if this is relevant but the last time I had new tyres fitted in the UK I watched them being balaced and commented to the fitter that they didn't seem to be spinning very fast. He said that the new type machines only spin the wheels and tyres to the equivalent of a road speed of about 30 mph as the older,faster machines were banned by- yes, you it guessed it- the Health and Safety lot.
Perhaps someone who has recent experience of working with tyre fitting and balancing could comment.
Further on balancing-about 3 years ago I needed an expensive new rear motorcycle tyre for a very quick powerful bike, the only place selling that type of tyre were too busy to fit it and balance it, so I got another tyre workshop to fit it but they didn't have the correct adapters to balance it. I decided to try static balancing it on a pair of axle stands using the wheel spindle and the wheel bearings as a pivot and applying self-adhesive weights as necessary. It took some time and a lot of patience but I got it so it would not stop in any particular place after being spun by hand. Not expecting a great result I fitted it to the bike and tested it-gobsmacked,no vibration even at high speed, I can't say I recommend this method, but it can be done if you have to.
