To check for pattern drive up to a garage door or similar when dark, the dipped beam cut off should be level for about third to half the spread and then taper upwards from the left side of each beam.
If the beams taper upwards to the right plane then something is amiss.
There should be two adjusters easily found on each lamp unit from under the bonnet (do not need to disturb the bulb cover), one will adjust height, the other will adjust horizontal, but unless you know how to set the beams properly you would be better to take it into an indy who does MOT's or has their own beam setting equipment, and get them adjusted properly, it will fail the MOT anyway if the beams are ill adjusted.
One other thought, look closely at how the bulbs are sitting in the lamp units, it wouldn't be the first time i've found headlight bulbs not engaged in locating slots, or upside down, or indeed completely wrong bulbs jammed in.
Bulbs and adjusters are very easy to use/replace on our C2, i expect C3 to be equally simple.
edit...another thought, has some clot put ebay extra bright bulbs made in some sweat shop in deepest China in?
