In a current issue of a respected biker mag there are some tips from experienced motorcyclists one of which suggests carying a shower cap to put over your numberplate when you park illegaly - he is a courier. The reasoning behind this is that a traffic warden is not allowed to remove the shower cap to gain access to the registration number. Is this just a load of old tosh?

I believe that no "laying on of hands" is permitted.
However the tax disc would have to be missing/obscured as well. (an offence in itself)
