If a permanent fix cost only a penny and could be applied by one bloke in three seconds.
Here in Britain ...
1/ The unions eg Unite would want it banned as it would take their members jobs away and they'd insist every application was done by thirty five of their members.
2/ Councils couldn't afford it as each hole would need a six month elf n safety study before anything could be done and besides they had better things to do counting their huge incomes and planning for retirement at twenty three on their index linked gold plated pensions.
Let's face it. We get exactly the country we deserve for voting in (every time) such a bunch of self serving greedy muppets at all levels.
