All I was pointing out was the exemption is not always what you might logically think. So unless you definitely know the actual car/van/thing is in a chargable group by having done the linked check - it could in fact be exempt. (Leaving the issue of rights and wrongs of charges and classifications). Just because it's a "van" and "vans" are chargeble is not an answer.
Some 4x4's are "light four wheel drive utility" which is not exempt, and an identical vehicle could be "passenger car" which is exempt. (I've owned both - despite being the same make and model).
Vehicle classes on V5s are not always logical and if I had something where recent practice was get a "passenger car" V5 I'd be contacting Swansea to see if it could be changed.
