What does the term 'Mimser' actually mean ?

I think I know but can anyone ghive us a one line clear definition ?

A mimser is a 40mph monospeeder who is overtaken by me, for pure devilment, 200 yards before a 30 zone >:-D

I have had one on the A68 in Scotland who overtook me again just after the 30 (when I slowed to an indicated 31) only to be flashed by a speed camera shortly afterwards. Made my day as I overtook him *again* when the speed went back to 60!
