I think they just check that the warning light works ie when ignition is switched on?

My bulb has been removed.

I'm wondering if I can remove the entire sodding device since it was not a requirement at the time of vehicle registration.

In fact, even today, airbags are not a mandatory feature. So why are testing for correct function??
