This is probably a manifestation of a 20 year old VAG design fault.
The indicator switch internally, is an assembly of sliding contacts made from copper segments. The metal is soft, contact pressures high and the lubricant inappropriate. Eventually, copper frag builds up in the switch and shorts it out. Often, the manifestation is a flasher unit which won't stop ticking.
Although switch replacement is the cure, I have successfully cleaned out these switches using "Servisol Super 10" switch cleaner. Put an old towel under the cowling to catch the excess and using the pipe supplied with the can, spray liberally into the switch whilst operating in all positions. A repeat application may be necessary but generally, a liberal application of cleaner will flush out the copper bits.
Good old VAG - talk about spoiling the ship...
