I suspect that this is the same heater as used in the Xantia and XM. The first problem is related to a 30a fuse in the supply, on the XM its located in the under bonnet fuse box and the actual fuse holder fails due to the fuse getting hot.

The other problem is in the blower motor itself. Again if this uses the same unit it has two transistors in a speed control circuit, these can fail intermittently.

I had a 1998 Xantia with the same problem. There is a connection above the passenger footwell as I remember, I seem to recall it was a spade connector which gave exactly the same symptoms that you describe. It just needed a crimp to make it a tighter fit on whatever it was attached to
