It's normal to replace the cam-belt tensioner (tension roller pulley) at the same time as the cam-belt.
If you fitted a new cam-belt, but reused the tensioner and the tensioner subsequently failed, it could wreck the engine.
The fan-belt would need to be removed to access the cam-belt. The cost of labour to replace a fan-belt would far outweigh the cost of a new fan-belt, say ten quid.
How inconvenient would you find it if the fan-belt failed? I put my old one in the boot as a spare.
