The selling dealer does have some potential liability but that diminishes with the age of the car. The other consideration is whether the repair is "proportionate" - it is arguable wehther spending the full worth of the car to replace the dashboard when that wil not fix the fault is proportionate.
don't think we have established why the car failed the MOT. A list of reasons would be useful.
If we can establish that some of those problems were likely to have been there at the time he sold the car you may well have a case to get them rectified.
