Before I get a lecture on the legality and look, your alowed to darken the rear windows not the front windows (so police can see the driver).
Nothing to do with that :-) believe me if the police want to see the driver they will stop you. you can't see into most cars properly at night anyway.
All to do with visibility - at night, your view of the road is significantly darkened by any applied tint. Think the windscreen must allow 75% of light through, the sides, 70%. You can cover back and rear as with panel vans etc vision out of those angles is considered less important. (that's not a lecture aimed at you daveyk just general information for all...)
Cost wise it all depends. You can get cheap kits, even DIY kits but the cheaper they are the sooner they will bubble crack or peel. The more you pay the better it is. You can probably get a reasonable job done but still looking at a few hundred. I know someone who had a top pro job done on his car (all windows to legal limits) and I'm sure it was close to £2k! Can't recommend anyone who does it in particular as never had it done.
