Honda - Changing drive belts on scooters - Gregory II

I am trying to change a drive belt on a scooter, and the manual states that a 'rotor locking tool' should be used. I cannot find a picture of this, and hence I am not sure how this item looks 'in the flesh'!

Can anyone advice me on this task? Also, which electrically powered impact wrench would backroomers recommend for occasional use?

Hi

Can somone let me know how I can get the bolt off. It is impossible with just a rachet, and I have heard it can only be done with an air gun. Are there any other 'masterful' ways?

Can someone recommend an air compressor that would be suitable for the DIY user, i.e. rare use, for spray guns, air drill/ wrench and other items? I think this is the only way I can remove this bolt. Also, are their electric air wrenches that are recommended and of a suitable capacity/ power?
