The article talks about hefty fines of £200........................
£200 fine seems very low when these drivers are avoiding insurance premiums of £1500+ / year.

2/3 of my neighbours have sons/daughters in the 17/18 bracket and £1500 seems the base premium - makes the £500 on driving lessons look the cheap part of the exercise!

I'm not sure that this type of 'research' can give any accuracy as to a 'hotspot' for this offence. For one it's research is from insurance applications only, and secondly, depends on the honesty of the applicant.

As to your point about the fine vs. the premium, I agree that one bears no relation top the other nor does much to discourage offending. HM Government continually seeks to divert cases from court, due to the expense, and thus, rightly or wrongly, this became a fixed penalty offence.

The data could be equally well be presented with the the headline - 'Police in London only half as perceptive as those in Scotland'

No, it's definitely not your imagination. I stopped buying it about 2 years ago. What finally did it for me was a front page story that said that Franco was personally responsible for the fact that Cliff Richard did not win a Eurovision Song Contest which took place in Spain in the late 60's.

I agree with madf though. I still follow their motoring section online.
