"This was meant to be a new dual-carriageway link road to the A1 that never got built for one reason or another. When it was realised that the M1 has quite enough connections to the A1 around here, the site was opened up as a service area and the never-opened junction converted to entrance slip roads.
There was originally intended to be a link road to the A1. I had a map in the late 60s showing this as projected. Presumably at some stage the idea was killed off.
What seems to me a pity is that they never completed the roundabout. Even though the link road will never be built, vehicles entering and leaving Scratchwood Services are faced with sharp bends, which could be alleviated if the remaining bit of the roundabout were built.
Originally this was meant to be a full access junction in the form of a roundabout with a dual carriageway link out to Stirling Corner. This was to reduce the traffic on the A1 by providing access to the M1 and stopping traffic using the A1 between this point and the A406, as this road passes through residential areas."

I expect there are a few missing junctions. Up here we have no Junction 7 on the M61.
There is a service area , Bolton North, between 6 and 8 but it has never had any service access from any road other than the motorway.
I wonder if it's unique in that.

It will always be Scratchwood to me, although it changed it name about ten years ago.
Originally there was to be a full junction here with a link to the A1. Hence the very strange road layout. It was never built.
Junction 2 is A1. Junction 4 is A41.
Full list of junctions here. www.cbrd.co.uk/motorway/m1/exitlist.shtml
Edit - colin beat me to it with a much fuller answer!

There are some strange motorway junctions.
J8/9 of the M4 (the only dual numbered one I think) was a strange redevelopment under which the old piece of road between junctions 8 and 9 became the A404(m), and the M4 was connected between junction 7 and the old junction 9.
The A404(m) has three junctions. One is the intersection with the M4 (J8/9 of the M4), and the other two junctions are called .... J9a and J9b!!!

What about the junctions below M1 junction 1 which were never built?
