I may have an answer why.
Our local paper had a letter a few weeks ago form a reader complaining that she was held up by a gritter a when it was a similar temperature.
They weren't actually gritting, the Council has some new equipment which was being tested and also being used to undertake operator training.
They were also doing route tests as the new gritters hold a different amount of salt to the old ones - i.e. how much does the gritter hold, what routes do we take to ensure maximum coverage and have the ability to get to a depot to reload etc etc.
May have been a similar scenario that you saw. The local Council did allude to the fact that it's a process all gritting agencies go through at this time of year.
Better to test systems now rather than when it starts snowing.

The signs started well south of the M50 and were still on near Jn 11 of the M6 when I left. A long way for a gritter on one load and also 2-4 local authority areas - Worcestershire, Staffs, West Mids? Glos?.
