Basically the split normally works like this;
Cars, bits of cars, experiences of cars, problems with cars, in fact most things to do with the vehicle itself or its parts (or bikes etc) go in Technical Matters.
Stuff related to the usage of cars (speeding, law, insurance, driving abroad etc), driving experiences, war stories, the art of buying/selling, auctions and any other things more discussion oriented - in Discussion.
