A friends bolt on his bike for adjusting the chain has snapped hence he cannot adjust the chain. It is enclosed in a metal gaurd. Can anyone advice what would be the quickest way of dealing with such a dilema?

Greg, this is more a question for Technical Matters. What motorbike (and year) is it, so I can edit into the header. I'm sure it's not a Zhonghua Saloon, as was your original choice made.

A few options here depending on the situation. Firstly don't rush any thing. Give it good spray of oil (WD 40), keep doing this everytime you can or before you think of doing something else. Allow a while, few hours or overnight to soak in.
Can you see any of the broken bolt ?, if so can you get a vice grip ( molegrip) on the end of the thread. Can you file down a bit of the thread, then get molegrips on it.
You could try and drill out the bolt, be carefull not to damage the thread.
Tapping stuck things with a hammer, but use a wooden block to aviod damage sometimes works. Can you get heat on it, this can help
Reckon the bolt stuck cos it had formed a seal, heat, vibration and oil can help. As Dave said difficult to really advise without knowing more .

The bike is a kawasaki 650cc (1998). I don't know the model though. There is not bolt that can be seen. The remainder is found in the plastic housing. I think it might need a new section for the adjuster.
