Why does my 1.9 Tdi keep lossing power?
When accelerating i have a sudden loss off power which which does not return untill i have turned off the ignition WHY?

Do you get any warning lights or messages in the dash display when it does this?
Sounds like overboost, due to a failed N75 boost control solenoid or sticking vanes in the VNT mechanism of the turbo.
The N75 is easy to replace, sticking turbo vanes can sometimes be fixed by taking your car to a mechanic with the VAG-COM software and getting it to run through a VNT cycle.

I don't get any warnings on the dash and the fault is intermitent

if you know anyone with VAG COM ask them to see if any codes are stored... ive got it but depends where you are located. i know many peeps with it around the country.
