I've often thought it's a pity there isn't an internationally agreed format for the numbers 1 and 0 and letters I and O: (with computer fonts, not just car registrations!)
And a lot of extra combinations could have been freed up by allowing "redundant" digits to be issued, perhaps in parallel to the current system.
(e.g. JB 7 / JB 07 / JB 007)
Some countries have a "broken" letter O or dotted letter I to avoid ambiguities; in the Netherlands the loop of the letter R is broken to prevent neerdowells modifying a P to an R to avoid recognition in a bank raid in Auntie Wilhelmina's Daf 33.
