My query is how long after getting lost in the post or because of a postal strike would a NIP form take to arrive in the post. Basically I would like to know from your experiences what sort of timescale to expect to receive the NIP form if the worst happened.

The NIP should arrive with the "registered keeper" , IE the person who,s name is on the v5c , within 14 days. , if the car is hired/leased or a company vehicle the NIP will be sent to them , and they are obligesed to foward the correct details back within 28 days, at which point you will recieve your own NIP
to my knolage , only dunfrees and galloway send NIPs out by recorded delivery,
all other "scammera" partnereships , use proof of postage (which the courts accept) , "there MR postman ,,, there are 4250 letters ,,,, do you want to check them ? or sign here?
the NIP that is sent to the regestered keeper , must be by 1st class , any others may be by donkey post. (note the 1st class is a franked envelope and "can" show a lower postal rate)
most scammera partnerships , usually send a back up letter within 28 days , advising you that they have not recieved a reply to the first.
If you do not recieve the origional , there is not a lot you can do.
also check that your doc ref date on your v5c , is within a few weeks prior to the NIP

If it goes missing it's your problem I believe. It is assumed, after it's posted, that it will arrive. The post is fairly reliable. If they say they posted it then that's it.

I assume the backup serves as the legal bit. E.g if they send a reminder then both of them cannot go missing.

If they did both go "missing" it's still your problem. Otherwise we could all just "lose" the NIP.
You'd have thought they'd send them registered and increase fines to cover the additional cost - it will be more than just the postal cost as registered deliveries will require more resource.
