Umm, not really. If it wasn't for the hazards I'd say switch. What do the bulbs actually do? Perhaps there's a short of some kind, enough to stop the flasher unit but not enough to blow the fuse.

What do the bulbs do viewed from outside the car on that side?
Is any bulb other than the indicator bulb in the assembly lighting up at first or what?
I rather suspect that you may have a faulty earth connection on either the front or rear light cluster and that indicator bulb may be going to ground via another bulb circuit or something like that. Check the brake lights function is okay at the same time, a similar effect can occur, causing one brake light to function incorrectly. Faulty earths are a common problem on older cars due to corrosion.
If the fault was on both the LH and RH indicators I would have said fit a new flasher unit - if you can find it! See my earlier posting on that.

Decided to go back to basics, unplugged l/h/r bulb holder put indicator on, front & side repeater flashed at double speed plugged rear bulb holder back in & they worked properly for about 2 miles then back to same problem. I don't think it's flasher as I had obtained a new one & it is a standard 3 pin one so if it was the fault then the right hand would indicators would not work either. So I think it may be the comm 2000 stalks.

On a '99 I'm pretty sure yours wont be com2000/multiplexed.
