The whole notion that they are there to make our roads safer and to cut down congestion caused by parked vehicles has long since been a lie in my eyes.
In my neck of the woods, it's utility companies dragging their feet over their holes in the road that is the biggest cause of traffic holders and thus congestion.

A few weeks ago I walked past a local warden who was shouting 'I'll have to ticket you if you don't move your van soon' at a contractor working on a residential property.
A pessimist might assume that he had already reached his target.

My solution is not to park on the road. Since Boxing Day 1983 (or thereabouts) when my car was severely damaged by a passing motorist, I have only parked on the road as a very very last resort and only on very very rare occasions, and only for the very very minimum length of time.

Mr X, its common place in all forms of industry and commerce to have performance targets for employees. How better to know the performance of a warden, than the number of offences he tickets.
To be fair, he should also be reprimanded for the number of tickets he wrote that were challenged and scrubbed out.
The fact that you now complain only the utility companies causing congestion, clearly shows the wardens around your area are doing a fine job.

Targets assume there are limitless numbers of illegal parkers.
Might be true in the big cities.
A friend of mine is involved in managing the wardens in a town in the north.
He tells me there are some beats where on some days there are no illegally parked cars.
The beats are patrolled four/five times a day and if the patrols stopped, the illegal parking would start.
Even if he wanted to, my friend couldn't give targets to wardens on those beats.

Some days that's true, but the wardens are moved from beat to beat to prevent any cosy relationships developing between them and regular parkers.
I don't believe my friend sets targets, but he does have a good idea what each beat should produce, so he soon knows if a warden is not writing enough tickets.
