I may well be missing the point, but why can't you send a photo of a non-dickyplate and then put the dicky one back on the car?

How I hope that's what everyone does. I love weird number plates on other people's cars.

It would have made much more sense to make the offenders attend their local VOSA station for a visual inspection by a VOSA employee, and charge them £s for it.
The hassle factor (time off work, make the appt., etc would be enough to put people off repeating it. As it is there's no real sanction - just Blu-tac the correct plate in place, snap it, and remove it. total waste of time.

I thought that at one time there was a '3 strikes and out' confiscation rule in place for misrepresented numbers. The DVLA site now only makes reference to ' Offenders are liable to a MAXIMUM FINE of £1,000 and in some cases the mark may be withdrawn'
Now that would be a nice little earner for the DVLA - crackdown and confiscate the valuable plates and then resell..........

There is still in force a 3 strikes, for the same type of offence, and you are in jail for a very long time introduced by Jack Straw but it has never actually been applied SFAIK

For once I agree with you 100%. Hypocrisy of the highest order, and another step on the road to enforced conformity.
Had the following conversation with a traffic officer a few years ago;
Plod: Speed cameras cannot read undersized number plates properly, sir, that's why they all have to be "X" size.
HM; I've got three points on my licence that says you're wrong!
