That is a VW concept car from 2002. It was called the "1 litre car" because it achieved a fuel consumption below 1litre/ 100km or 280mpg. It was initially considered for production then shelved due to high production costs. It's also not a single seater, it has 2 seats in tandem and resides at the VW museum in Wolfsburg.
