Looked at a Rover 416 today which is ideal for us but there does seem to be a problem with the excelerator pedal. The pedal is heavy and nothing appears to happen until you reach the last inch or so of "foot to the floor." Has a new MOT, but wondering if this is a real issue, or something easily repaired

It sound like a bady adjusted cable - check for any slack on the throttle body under the bonnet - It will be on the top of the engine at the back and in the middle!

Probably in need of a new cable - a very easy straightforward job to replace. You could probably get one from a Partco or Motorist Discount Centre. None of the Rover 200/400 range is known to suffer from a heavy throttle. You haven't said if you are buying private or from a garage - but if from a garage you could make an offer for the car on the understanding they replace the cable.
