I think there's just enough room to get the van out between the bollards.

They may well be the bollards that can be lifted out the ground by simply turning a key to unlock them.
|
They have these around Manchester. I have seen plenty of occasions where a work van or staff car has been parked by taking the bollards out, in fact a model shop in Altrincham has this arrangement where the owners park their cars.....so not so stupid workmen any more ?

They do look like the solid cemented type though, it is hard to tell on that low res picture though.

One type has an internal locking system at the base. You wouldn't be able to see it unless close up. I think the person who took and posted the picture is the stupid one here, unable to think things out!

I don't think they were all fully fixed when the photo was taken. Some were just positioned. The workmen were posing for the photo.

I suspect some computerised tinkering with the photo.
