I still dont understand why people even steal number plates.
Available loads of places without any id needed (I know what the laws are). Criminal fraternity could never own a number plate making system could they now !
Making systems are availbale at auctions, ebay etc etc.

As I understand it, they'll steal anything worth more than a couple of quid!

No. You can buy them online without any documentation, next day delivery.

One reason is to temporarily stick them on their vehicle (same model &colour) fillup with petrol then drive off!

Now if number plates were individualised to the owner not the car?
Isn't that the system they use in Belgium?
The only problem with this is, like with personal plates, some people don't necessarily want to be so readily identifiable in public ...

I had a Mondeo that the police thought was cloned. Lease company not quick enough off the mark to "entrap them". Someone had phoned them to get the car recovered and repaired after an accident! I got a call asking if I still had the car - dumb question.
Ironically I was driving to the town where the lease company was based and so dropped by to discuss further with them.
Police did try to later catch them but nothing ever came of it. When I asked the officer what would happen if I received any parking or speeding tickets that were not mine the response was send them to him ;-) Every cloud has a silver lining. Never needed to use that excuse ;-)

Was sent a NIP for 'parking on the pavement' a few years back.
Knowing I've never done that in my life, and that on the day of the alleged offence my car was parked at miles away, and I was in the office all day, I looked up the street where the offence took place. Never been there in my life.
Armed with email record and office phone bill, went to the traffic department, explained the whole thing to some idiot... STILL got a summons.
Went to court, explained situation to prosecutor, pointed out that the fine (R60) was pocket change, but that I was worried that the cloned car would be used in some other crimes.
Sorted... and to this day i haven't received any NIPs, though I know I've been flashed a few times!
Obviously there is a 'flag' on my number plate on their system...
