Highways Agency might be a good start.
This links to one of their technical sections and the second item contains reams of specifications for roads, bridges etc.

Yes, the HA Website is a good reference point. Have a look at the DMRB (Design Manual for Roads & Bridges) and the IANs (Interim advice notes).
Steel Bridges are designed to BS5750 which is currently being phased out by Eurocodes (although the steel part of the Eurocode is heavily based on BS5750.......), for concrete bridges check out BS 8110.

What are you after exactly? The DMRB contains everything you need to know, but can be a pain to navigate.

I am looking for their requirements for the construction of concrete jointing chambers for underground cabling.
Looks like it will be in there somewhere, guidance on where to look would be appreciated.

You will need to look in 'The Manual of Contract Documents for Highway Works', Volume 3. F & G series give you standard details of such construction.
