Anyone any idea where this is or who it belongs to?

A sign on the way round says 8 kph, so prob not British.

I suspect that's one of those facilities where rich people leave their expensive motors in long term storage rather than your average high street multi storey - nevertheless it's quite an impressive array of machinery.
