The Post Office will have a risk assessment in place for public visits to their sites. You can reasonably ask for them if there is an incident or a near miss. This is more likely to be a near miss (remember health and safety legislation is to protect people not cars). To entertain a claim you will need to have photographs and measurements of the hump and any associated signage, you will also need to see whether there is a disclaimer sign at or near the entrance. My local depot has these horrid rubber black and yellow "portable" humps - no doubt compliant with any legislation. The signage would be viewed as a "control measure" under H&S regs - but as I say that's H&S of people. (I appreciate that a severe enough bump can cause injury to occupants)
